Haryana GST Department Issues New Rules for DRC-01 and DRC-07 Notices
The Haryana Excise and Taxation Department has issued fresh instructions regarding GST show-cause notices and demand orders.
According to the new directions issued by State Tax Commissioner Vinay Pratap Singh, all Show Cause Notices (DRC-01) and Demand Orders (DRC-07) issued under GST laws will continue to be served through the GST Common Portal. In addition, these documents will now also be sent to taxpayers through Registered Post or Speed Post with Acknowledgement Due.
Purpose of the Move
The decision has been taken after receiving feedback and representations from traders and industry associations, who requested that GST notices and orders should also be communicated through physical post for better awareness and transparency.
Important Clarification
The department has clarified that the postal dispatch is only for intimation purposes. As per Section 169 of Haryana GST Act, the legal service of notice shall be deemed to be complete when the notice or order is placed on GST Portal.
Responsibilities of GST Officers
- The concerned GST officer must send the postal intimation within 15 days of issuing the notice or order on the GST Portal.
- A dispatch register of all such postal communications must be maintained in every ward.
- The register will be reviewed regularly by the concerned officer.
- The Deputy Commissioner of State Tax will supervise and countersign these registers every month.
Effective Date
The new instructions will be effective from 1st June 2026 and replace the earlier Instruction No. 01/2026/GST-II dated 23 May 2026.
